Officers Bryan Cooper and Nicholas Jentz were on patrol when they noticed the 1996 Cadillac at about 1:30 a.m., police said. Concerned that something would fall out and imperil other motorists, the officers stopped the vehicle at 15 Greenwich Ave., Sgt. Kelly Connelly said.
The driver passed something to the female passenger in the front seat, who appeared to put it down her pants, the officers said.
Their suspicions were aroused as well as by a strong chemical odor that they believed was the drug PCP coming from the vehicle, Connelly said.
The K-9 unit was brought in, and the female passenger asked the officer whether the dog would bite, police said. The officer suggested to her that it would be in her best interests to cooperate, police said.
"Listen if you have anything just take it out," he said and she did, according to Connelly.
The woman pulled out a plastic bag that had 21 tinfoil bags of what police said was PCP. Officers also discovered 10 counterfeit $20 bills in the driver's side door compartment and a CO2-powered BB handgun inside the trunk.
A total of 12 oxycodin pills were also found in the vehicle, police said. Officers seized $265 in cash from Brooks, police said.
Anthony Emilio Brooks, 48, of 55 Stillwater Ave., and Meagen L. Jordan, 31, of 2 N. Forest Circle, West Haven, were each charged with 10 counts each of first-degree forgery and first-degree conspiracy to commit forgery and one count each of illegal possession of a weapon in a motor vehicle, conspiracy to have weapons in a motor vehicle, possess hallucinogen, possess hallucinogen with intent to sell, conspiracy to possess hallucinogen, conspiracy to possess hallucinogen with intent to sell.
Jordan was also charged with possession of a controlled substance and failure to keep narcotics in a container. Brooks was also charged with operating a motor vehicle without a license.
King was charged with 10 counts of first-degree forgery and conspiracy to commit first-degree forgery and one count each of illegal possession of a weapon in a motor vehicle, conspiracy to have a weapon in a motor vehicle and possession of drug paraphernalia.
Bond for Brooks and King was set at $25,000, while Jordan's was set at $5,000. They are all scheduled to appear in court Sept. 28.
